“Temporary” Homeless Encampments Are Not Going Away.
Located on 13th Ave. S. at 9th Street S. on a former vacant lot is one of the longer surviving homeless encampments. While many encampments were forcibly removed by the city, due to drug use, crimes and violence, this apparently peaceful one is hanging on. Around the city and in St. Paul, social workers have worked to move similar residents into brick & mortar transitional housing.
